ICU4J 4.0.1 does not normalize certain characters

Liferay currently uses ICU4J 4.0.1 to normalize characters, however there are some characters that are not properly normalized, such as "ł".

This is already a reported issue: http://unicode.org/cldr/trac/ticket/2298

Until ICU4J updates and takes care of this issue, Liferay should account for the characters missed.
