Cannot publish staging site to live site when there is a duplicate folder

This bug occurs when there are two communities (or organizations) on the staging site and and each community has a Document Library portlet. If both community has a folder with the same name, publishing each community to the live site more then once will fail.

This same issue also affects the Image Gallery portlet.
