The extension environment (or an Ext plugin) will never finish compiling if the portal-ext.properties file in the extension environment contains the following:

ehcache.multi.vm.config.location=/ehcache/liferay-multi-vm-clustered.xml
net.sf.ehcache.configurationResourceName=/ehcache/hibernate-clustered.xml
