Cannot hot re-deploy the portal

The portal cannot be hot re-deployed because static references in portal-service are not cleared when portal-impl is reloaded. As a result, the portal-service contains a reference to the old portal-impl.

To fix this issue, the portal will now ensure those references are cleared when the portal-impl is reloaded.
