Setting "Access in Control Panel" in portlet permission does not work

Changing the "Access in Control Panel" permission in the in portlet permission configuration screen does not work.

This permission should not have been in the portlet permission configuration screen and has been removed. Setting the Access in Control Panel" permission can be done by navigating to

Control Panel > Roles > [pick role] > Define Permissions > Add Portlet Permission > [pick portlet]
