Changing "Overall Maximum File Size" has no effect

      Description

      Changing the "Overall Maximum File Size" property in the Server Administration section of the Control Panel has no effect. The value of set in portal(-ext).properties (com.liferay.portal.upload.UploadServletRequestImpl.max.size) will take precedence over the value set in the Control Panel. The correct behavior is for the value in the Control Panel to take precedence.
