Edit attachment link in Knowledge Base portlet is misleading

      Description

      Currently, to add attachments to an article without any, users have to click the "Edit Attachments" link and then the "Browse..." button in the subsequent window. This is confusing because the expectation is that "Edit Attachments" is for preexisting files and the "Browse..." would be for searching uploaded files.

      To makes things more clear, the link has been changed to "Add an attachment".
