      Description

      Currently, comments could only be seen in the Knowledge Base Admin portlet.

      This improvement allows each portlet to independently determine whether comments should be shown and whether new comments can be added.

      The "Enable Comments" option allows users to add new comments and the "Show Comments" option allows users to see other user comments.
