Blog Entry Titles With Special Characters Such As "?" Cause Blog Entry Links to be Invalid

Characters such as "#" and "?" are currently not caught by the FriendlyURLNormalizer, so an error occurs when a portlet, such as Blogs, uses a title with "?" in it, because the invalid character is also added to the URL. Fixing this issue in the FriendlyURLNormalizer will fix the issue in the Blogs portlet as well as any other portlet which uses FriendlyURLNormalizer.
