Steps to reproduce:

1. Start a DXP 7.0 bundle
2. Add a language selector widget on the main page
3. Select Dutch or French
4. Go to Control Panel -> Sites -> Sites
5. Hover the mouse over the 'i' icon, look at the tooltip.

Expected behavior: The ' character gets shown as it is: '

Actual behavior: The ' character is encoded: "'" '
