Steps to reproduce

1. Start a clean bundle of Liferay DXP 7.2 installed with dxp-1
2. Go to Control Panel -> Configuration -> System Settings -> Web Content -> Administration and check the "Changeable Default Language" box
3. Go to a page and add a web content display portlet
4. Add a new basic web article from the portlet
5. Click on the configuration cog on the right side to display the menu
