Currently fragments require manual propagation to the pages that use them. This was done to prevent undesired changes to immediately show up in the pages, without its creators knowing about it.

However, in certain contexts it is desired to have a different process, where the page owner is in control or when the developer is actually playing all roles (i.e. in a developer environment)
