Reports Scheduler not working with other time zones

      Description

      Steps to Reproduce

      1. Start 7.1.x and deploy Liferay reports 4.0.1 with the following portal-ext.properties
        company.default.locale=en_US
        locales.enabled=en_US
        time.zones=America/Los_Angeles
      1. Sign in as [email protected]
      2. Ensure that local time zone (PDT or UTC -7:00) is set: My Account > Accounting Settings > Preferences > Display Settings > Time Zone
      3. Configuration > Reports Admin > Definitions > Add
        Name: sample
        File: (attached sample report)
        #Save
      4. Click on sample > Add Schedule.
      5. Assert that Start date is shown in PDT (notice it's close to your system clock if you're in California)
      6. Fill in the schedule with the following details:
        Report Name: sample 
        Report Format: PDF 
        Start Date: 2 minutes from now (current timezone) 
        Repeat: daily
      1. Wait for 2 minutes

      Actual Behavior
      The generated report is not available after two minutes,

      Expected Behavior
      The generated report is available after two minutes
