As a fragment developer I can limit which fragments are allowed inside a fragment container

      Description

      Context 

      LPS-101258 introduces the ability to have a fragment container inside a fragment, which allows page authors to drop fragments inside in the page editor. However, it is not always desirable to allow page authors to drop any fragment inside a given container.

      The goal of this story is to allow developers to specify which fragments are allowed in one of two ways (or a combination of both):

      1. Allowed fragments: a list of fragments that are allowed
      2. Blacklisted fragments: a list of fragments that are disallowed. This list has higher priority, so if a fragment is in both the list of "Allowed" and the list of "Blacklisted" it will not be allowed.
