Page Icon form located inconsistently between widget and content pages

Under content pages the page icon is located under look and feel icon not in the dockbar (cog icon), in widget pages the page icon form is located under look and feel under the configure (cog) icon.

Bring consistency to user experience. Even if duplicating the options in the cog menu and the "paintbrush menu"
