On a bundle with LPKGs removing osgi/state will cause fragment bundles to never be resolved

      Description

      Steps to Reproduce

      1. Startup a bundle that utilizes LPKGs
      2. Deploy a JSP fragment module
      3. Inspect the bundle and assert it is in Resolved state
      4. Shutdown the server
      5. Clear the osgi/state folder
      6. Restart the server

      Expected Results
      The bundle is still in the Resolved state

      Actual Results
      The bundle is in Installed state and the changes are not applied

      Notes
      This issue only occurs on bundles utilizing LPKGs. Building from source and having the individual JARs deployed works properly. Additionally, deploying the fragment JAR to osgi/marketplace instead of osgi/modules works properly as well.
