Steps to reproduce:

1. Add a new site
2. Enable staging for this site
3. Go to staging site
4. Add a new page template collection: Page Template Collection
5. Add a content page template: Page Template Name
6. Add a Fragment Button for this templateand publish it
7. Add a content page from the page template: Test Template Content Page
8. Publish this content page
9. Go to Navigation Menus to add a navigation menu
10. Add Test Template Content Page to the navigation menu
11. Go to Test Template Content Page
12. Mouse over navigation menu widget to configure it

Current behavior:
No ellipsis icon shows, unable to configure it.

Expected behavior:
Ellipsis icon shows, able to configure it.
