Newly assigned user does not display until page refresh

Steps to reproduce:

1. Go to Control Panel > Accounts
2. Add an account
3. Go to Control Panel > Account Users
4. Add a user
5. Add another account
6. Assign user to that new account

Expected results: User immediately displays without having to refresh the page
Actual results: Page needs to be refreshed to view the user

Reproduced on:
Tomcat 9.0.17 + MySQL 5.8
