As a site administration I can quickly create a page from the page tree panel

Context

LPS-102544 introduces a pages tree panel that makes it easier for site administrators to browse through all the pages of a site. 

The goal of this story is to incorporate an additional functionality to the panel, by allowing admins to also quickly add pages. It should be possible to create pages at the top level and as child of any of the displayed pages.

After a page is created, the user should be taken to the view of the page that was just created.
