[BUG] In "All Items" page, the usernames are not alphabetically ordered

Summary: In "All Items" page, the usernames are not alphabetically ordered

Steps to reproduce:

1. Add 2 new users with portal content reviewer role (eg: Aloísio Chulapa, Biro Biro)
2. Go to Workflow > Process builder and associate Single Approver with Blogs instance
3. Add a 1 minute SLA to Single approver workflow process. 
4. Create 3 blog instances > assign 2 for Biro Biro and 1 for Aloísio Chulapa.
5. Wait for 1 minute and go to Workflow > Metrics > Single Approver  and click on the pending number in order to open All Items page
6. Click on the Assignee dropdown 

Expected result: The usernames should be alphabetically ordered

Actual Result: the usernames are being ordered based on the number of instances assigned to them
