Form View is not adjusted for mobile.

Steps to Reproduce

Go to Site Control Panel > Content & Data > Blogs > Add a New Blog;
Select File > Upload Image tab

Expected Result
Drag & Drop box border is fully visible

Actual Result
Drag & Drop box border top is not visible.
