Find a page sidebar breaks when used by user with limited permissions

Steps to Reproduce:

1. Add a regular role with only one permission: to view a page
   • Go to Control Panel > Users > Roles
   • Create a new regular role
   • Go to define permissions and open Site Administration > Site Builder > Pages
   • Scroll down to "PAGE" section, select "View", and save
2. Create a new user and assign them that role
3. Sign in as user and click on "Find a Page" in header
4. Click on "Go to Pages Administration"
5. View one of the pages
6. Click on the "Find a Page" icon again

Expected Result:
Find a page menu is not empty

Actual Result:
Find a page menu is empty and when you click the Liferay logo in the menu, the "Find a Page" icon goes away and the menu is stuck open(partially covering the page)
