      Description

      Steps to reproduce:

      1. Add a new user to a new site (Site 2)
      2. Grant the user administrator permissions in the site (User config > Roles > Site Roles > Administrator)
      3. Add a new content repository
      4. Connect the new content repository to Site 2
      5. Log in as new admin
      6. Navigate to Site 2

      Expected result:
      The user can access the content repository.

      Actual result:
      Because site administrators cannot access the Control Panel, they cannot access the content repository.

      It is possible to select the connected repository through the site selector when navigating through sites though, but clicking on the repository results in a permissioning error.

      If users were given Regular administrator roles (User config > Roles > Regular Roles > Administrator), only then can they access the Control Panel in Site 2 to view the content repository. However, not all site administrators will have this super user role.

      The fix could be to move Repositories out of the Control Panel into a panel under Sites, but that may not make sense from a hierarchical standpoint.
