Content Set do not display results from different matching segments

While this is working in DXP, this is still not working 100% as expected.

If user is a member of several matching segments (e.g. for the example above - "Pets lover" user, which is member of "Dogs lovers" and "Cats lovers" usegroups and segments) - he will see news only from one Personalized Variation (and, thus, category), not both ones.

Edit on Reproducing Steps:

The solution for this issue introduces two configurations in System Settings (Control Panel > Administration > System Settings > Assets > Content Sets) that are disabled by default. They can be separately enabled for manual or dynamical content sets.
