Remove the space reserved for the topper above the fragment list in the page editor.

Remove the space reserved for the fragment topper above the fragment list in the page editor to provide a more realistic view of the page.

In order to allow this it is necessary to change how the topper appears when the fragment reaches the toolbar. When it happens, the topper will move its position to inside the element instead of above it.
