7.2 GA1 - Missing option to compress Journal Article Kebab menu into the WCD portlet topper

The issue continues to occur where there is an ellipsis menu for "Edit Web Content" in the actual content of the WCD portlet. This causes so many issues that can be solved by having the menu put back into the portlet topper ellipsis menu. The menu goes away completely when barebone application decorator is selected and the menu itself interferes with content. This is because the containing DIV is removed with that application decorator.

7.0 was the last working version of DXP where this menu was not an issue for content display.

This issue is linked to the ellipsis menu in the asset publisher, where it can also cause display issues there too. For the Web Content Display the best option is to have the menu in the portlet topper but this option is not there in 7.2.
