Reindexing all search indexes sometimes doesn't take effect

      Description

      Steps to reproduce:

      1. Create a new Web Content Article called "web content 1"
      2. Go to search page, add the Suggestions widget
      3. Configure suggested spelling
        1. CheckĀ Display "Did you mean: ..." if the number of search results does not meet the threshold.
      4. Navigate to Control Panel > Configuration > Search
      5. Click Execute Reindex all search indexes
        1. The reindex seems to finish almost immediately, even the reindex process bar doesn't appear, but the success message shows up. This behavior is inconsistent and hard to reproduce.
      6. Click Execute Reindex all spell check indexes.
        1. Assert the index message displays
          Finished indexing dictionary for com/liferay/portal/search/dependencies/spellchecker/es_ES.txt
      1. Within the home page embedded search bar, search for "web"
      2. Web Content 1 display in Search Results
      3. Within the home page embedded search bar, search for "Cotent"

      Actual Result:
      Suggested spelling doesn't show up.

      And I can reproduce the issue without the step6 click Reindex all spell check indexes.
