App Decorator in Look and Feel Configuration says User does not have role permission in IE11

Steps to Reproduce:
1. Add a Blogs Portlet to the page via the "Add" ( + ) button.
2. Click the Blog Portlet Ellipsis/Kebab menu.
3. Click "Look and Feel Configuration"
4. Change "Application Decorators" to any selection > Click Save

Expected Results:
Clicking Save updates the Application Decorator and remains on the same "Look and Feel Configuration" pop up.

Actual Results:
Clicking Save displays a warning message saying "You do not have the roles required to access this portlet." The Success message on the bottom left still appears and the Application Decorator was updated to the one selected.
