When you hit DXP as a logged-out user you will see a flash of blue before the predominantly orange/brown welcome image appears due to this CSS on the hello world portlet:

#4885b7 url(../images/portlet_hello_world/welcome_bg.jpg) bottom left;

We should adjust that blue to better match the hue of the welcome image itself.
