Block quote not formatted correctly in fragments

Steps to Reproduce:

1. Add master page with a paragraph fragment
2. Edit the fragment text
3. Copy and paste the block quote from http://www.standards-schmandards.com/exhibits/wysiwyg/sampledoc.htm into the fragment

   • "Since boyhood I've always believed, at the deepest level, that..."
     

1. Assert block quote look the same(or has at least an indent) in the editor as in the sampledoc

Expected Result:

Block quote looks the same in the editor as the sample(or has at least an indent)

Actual Result:

Block quote looks like normal text
