Image editor page shows footer buttons

Steps to reproduce:

1. Go to Blogs
2. Add a blog entry with an image in its content
3. Go to DM tab
4. Edit images by clicking eye preview button > pencil button
5. Assert image editor page shows footer buttons

Expected results: Footer buttons are removed and buttons show in navigation bar, like Select File pages.
Actual results: Image editor page shows footer buttons, it is not consistent with Select File pages.
