Context
LPS-105110 has introduced the ability to deploy fragments to make them available for specific Virtual Instances or sites. In some cases though, it's desired to make fragments available system-wide, that is available for all existing and future virtual instances. That is the case for example for the out of the box fragment shipped with Liferay.

The goal of this story is to expand upon the capabilities added in LPS-105110 so that it's also possible to deploy a ZIP of fragments and make them available system wide.

Note: This feature is an alternative to Contributed Fragment Collections, which has the benefit that it requires no backend knowledge. Also, it facilitates authoring of fragments through the Fragment Toolkit, since it allows deploying the ZIP file that it generates.
