The converted content page will be back to widget page in edit mode

Step to reproduce:

1. Add the attached config file into osgi/configs
2. Start portal.
3. Create a new widget page:
   • Site Administration > Site Builder > Pages
   • Click add button
   • Basic Templates > Widget Page
4. Convert the widget page to content page:
   • Site Builder > Pages
   • Click the kebab icon button of new widget page.
   • Click Convert to Content Page.
5. Go to view mode of the converted content page:
   • Click the kebab icon button of the converted content page.
   • Click view.
6. View it is a content page.
7. Go to edit mode of the converted content page:
   • Click the pencil icon button upper right corner.

Expected Results:
The converted content page should still be a content page and there is a page editor sidebar.

Actual Results:
The converted content page is back to a widget page and there is not page editor sidebar.
