Page redirect to Content Sets Admin when create two similar filter rules in the same Dynamic Content Sets

Step to reproduce:

1. Create a dynamic content sets.
2. Add the first filter rule with contains all Keywords one
3. Click Save.
4. The success message popups.
5. Add the second filter rule with contains all Keywords two
6. Click Save.

Expected Results:
The error message popups. The page shouldn't redirect to another URL.

Actual Results:
The page redirects to Content Sets Admin. The error message popups.
