Duplicate template options for content fragment after being published to live

Steps to Reproduce:

1. Enable local live staging
2. Create a basic web content
3. Add a template that uses the basic web content structure and customize it
4. Add a content page
5. Drag and drop the "Content" fragment onto the content page and select your newly created web content
6. For "Template" select your custom web content template
7. Publish page and publish site to live
8. Assert fragment is displayed with correct template in live site
9. Go back to staging site and edit content page "Content" fragment and look at template options

Expected Result:

There is only 1 custom content template

Actual Result:

There are 2 custom contents, the original one is duplicated
