The control panel is not closed when the page editor panel is open

Steps to Reproduction:

1. Add a Fragment/Row/Container on Page Editor
2. Click on the element that you entered in the Page Editor
3. Click in an arbitrary Floating Toolbar button
4. Wait for the Configuration Panel being open
5. Click outside the configuration panel for closing both Floating Toolbar and Configuration Panel
6. Click again in the same element that you clicked before
7. A floating toolbar button and a configuration panel are being already open
