Description

Still the horrible user experience of not being able to turn off portlet toppers on hover persists. Please listen to reason and enable toggle controls on desktop. It applies to mobile only, however this is one complaint site admins have when viewing pages. It's an annoyance when they are not editing pages.

It's time to fix this one ... Listen to users!
