Noted that content pages that contain videos (using the video fragment with a YouTube URL) do not display the video at all when in non edit mode. Whereas videos inserted using web content in widget pages do

Steps
1) Create a content page, edit the page
2) Add a video component, paste a YouTube URL (don't add anything else).
3) Publish the changes
4) View the page in IE 11

No video displays
