Raising the issue again that important functionality is being lost in DXP. In 7.0 Alpha an issue was raised that the global scoped site which contained documents and media, the folders within it were not accessible to all sites.

Testing in 7.2 reveals that this again has regressed.
Expected
"Read Only Access" to documents in global folders so that they can be selected across multiple sites even if user has no access to global site itself.
Actual
Sites and file selectors have no access to common shared resources like documents and media. Lost functionality again.
Workaround
1. Under Control Panel > Users > Roles and create a new Regular Role
2. Go to Define Permissions, and select Control Panel > Sites > Sites > Resource Permissions > View > Change from All Sites to the Global Site, and save
3. Assign the newly created role to your Users
