The label for rules is not consistant

Steps to reproduce:

1. Add an asset publisher
2. Go to Asset Sellection atb, expand filter section
3. Click add button to add a rule
4. Select from Catergories to Keywords
5. Check the label above input field

Actual result:
There is label for Keywords and Tags, no label for Catergories.

Expected result:
The label for rules is consistant, all have or haven't.
