Step to reproduce:

1. Copy the attached config file to osgi/configs
2. Start portal
3. Add a new widget page
4. Convert the new widget page:
   • Click ellipsis button > Convert to Content Page and Preview > Publish
5. View the converted page in Pages admin

Expected Results:
The converted page is content page.

Actual Results:
The converted page still is widget page and with conversion draft label.
