Google drive shortcut should not be shown if Google is not cofigured as expected

STeps to reproduce:

1. In a vanilla installation add a DM in a layout
2. click + button
3. click  Google Drive Shortcut option

current: A new dialog is opened but no operation is allowed

expected: since it is mandatory to configure the portal to use this option(see https://portal.liferay.dev/docs/7-2/user/-/knowledge_base/u/linking-to-google-drive) , if I hadn't configure the portal, it should not appear.
