Test Case 1: User cannot update a user via Accounts portlet/Users tab

1. Add an account
2. Go to users tab
3. Add a user
4. Go back to users tab
5. Assert there's no option to update a user

Test Case 2: User can update a user via Account Users portlet

1. Add an account
2. Add account user to account
3. Go to Account Users
4. Edit user
5. Assert user is navigated to user creation form
6. Assert all tabs are present (General, Contact, Preferences)
7. Make changes
8. Assert user is updated, no new user is added
