Layouts still available while in Manage Pages

    Description

      While in Manage Pages, controls for the page layout are still available. These should be disabled from the Manage dropdown since you would not see the changes to the page from Manage Pages. For instance, the Add dropdown has accounted for this and removes the ability to add applications, since you would not be able to see the changes to the page from Manage Pages.
