Workspace is displayed when content mapping blog and web content

Steps to reproduce:

1. Add a content page
2. Add a layout
3. Click layout background image > choose content mapping > click +
4. Assert the item selector appears
5. Go to Web content or Blogs tab

Expected Result:
For 7.3 GA1 it should be "Sites". (LPS-107284)

Actual Result:
Workspace is displayed.
