Edit Tags in the management bar should be disabled when a Google Doc is checked out

      Description

      Steps to reproduce:

      1. Add a Google Doc to a site page (enable actions on the DM widget)
      2. Check out Google Doc
      3. Add a new user with VIEW and UPDATE permissions to the doc
      4. Log in as new user
      5. Select the doc

      Expected result:
      Because the Google Doc is checked out by another user, the current user is unable to make any edits even though he has UPDATE permissions. This should include editing tags through the management toolbar.

      Actual result:
      The edit tag icon is enabled. The user can add or edit tags associated with the Google Doc.

      This is not reproducible for "normal" checked out file entries.

      Reproduced on:
      Tomcat 9.0.17 + MySQL 5.7.
      Portal master 9abb6e6c8b7bbc79929edee3cbf650db27bcf77a
