SLA rule not clearing when SLA is deleted

      Description

      Description: After all SLA rules are deleted, if a new item awaiting approval is created the SLA earlier rule will still be applied to it.

      Steps to reproduce:

      1. Associate Single Approver with Blogs Entry
      2. Create a SLA Rule
      3. Wait for SLA to propagate, then delete it.
      4. Create a Blog entry.
      5. Go to Workflow/Metrics/Single Approver

      Actual Result:
      Shows 1 Pending Item, and 1 Item On TIme or Overdue

      Expected Result:
      Should show 1 Pending Item, and 1 Untracked Item.
