Previously fixed for Alloy Editor is now re-occuring in fragments.

Steps
0) Using Chrome
1) Insert an image to a content page, paragraph fragment
2) Resize image so that drag handles show up
3) Note drag handles are too small to be useful to less dexterous users
4) With square dots over image use scroll wheel
5) Square dots don;t move with image
6) Causing image out of bounds re-scalling
