Steps to Reproduce:
1. Product Site > Publishing > Staging
2. Create "Local Live" staging
3. Product Site > Site Builder > Pages
4. Click the "Configuration" cog on Public Pages
5. See missing "Save" and "Cancel" buttons under Logo.

Expect Results:
There is a Save and Cancel button to use.

Actual Results:
There is no Save and Cancel buttons.

Not Reproducible on:
Tomcat 9.0.17 + MySQL 5.7 Portal master GIT ID: 8cfa3581acfeb1c0831998f5b04272c607212498

Workaround:
User can go to the individual pages and modify the configurations there, since the Save buttons are present.
