As a page administrator, I would like to be able to hide/show portlet controls and unconfigured portlets on the Widget pages in the desktop view

As a page administrator, I would like to be able to hide/show portlet controls and unconfigured portlets on the Widget pages in the desktop view. This is useful to provide the administrator with more realistic visualization of what a regular user would see when visiting the page. 

The way to achieve this is to use the same toggle switch that is already used in the mobile view. See attached GIF for details.
